一．加拿大魁北克投资移民政策重大调整
根据7月30日获得的魁北克政府移民部门今天内部发布的就魁北克投资移民项目政策重大修正的正式重要通知，通知要点如下：
1.如果申请人各方面条件以及高质量的文案使移民官满意的话,有可能可以放弃对申请人的面试而直接作出决定；
2.配偶的资产现在可以考虑；
3.配偶的资金来源现在可以考虑；
4.捐赠和遗产可以接受构成必须的资产净值，但是这种存在必须在6个月以上；
5.管理经验只要求最近5年中的2年；
6.取消全日制工作经验要求的规定；
7.管理责职要求修改为在投资当局下有关的计划、管理、控制下的卓越管理职责；
8.不再要求证实业务盈利的要求。
对上面魁北克政府投资移民项目新政策作出如下评论：
1. 魁北克这次的每条新政策推出都是在与联邦和各省竞争投资移民以达到吸引资金发展魁北克而被迫修改早先严格的政策，这些新政与联邦投资移民政策比较靠拢且比联邦更宽松。
2. 捐赠和遗产可以接受构成必须的资产净值，是向美国投资移民政策靠拢，以合法获得的资产组成投资移民，这为小青年以投资移民来加拿大挑战了加拿大移民法律而将会导致修改联邦移民法律，因为长期魁北克要独立，而联邦除外交和国防统一管辖外，其它尽可能满意魁北克的特有政策，包含魁北克自己挑选移民政策。
3. 管理经验中的控制业务的改变，就使在中大型企业的高级打工白领阶层提供了以投资移民资格的依据。
4. 不再要求证实业务盈利的要求，就为"亏损企业家"提供不出税单打下了合理解释伏笔。
由于这些新政策还需要魁北克议会批准，批准后就是魁北克的法律一部份，预计2008年10月上旬魁北克修正后投资移民法律生效，魁北克驻世界各地的签证官必须执行新法对申请人评估决定。

IMPORTANT NOTICE
The Quebec Government just announced important changes to the Investor Program.
These changes are generally positive and increase the chances of candidates to immigration in Quebec .
Highlights of the changes include:
1) It will now be possible to make decisions without interviews;
2) The spouse assets will now be considered;
3) The spouse sources of funds will now be considered;
4) Donations and inheritance will now be acceptable to constitute the required net assets, but under the condition they were made at least six months prior to the application;
5) The required management experience will now be 2 years out of the last 5 years;
6) The requirement for full-time management experience is removed;
7) The requirement of being responsible for the management is modified to become a requirement of assuming duties related to the planning, management and control under the investor's authority;
8) It will not be required to demonstrate the profitability of the business anymore.
